Introduction: What is the APAAR ID Scheme?

The Government of India, under the visionary National Education Policy (NEP) 2020, has launched a transformative initiative known as the Automated Permanent Academic Account Registry, or APAAR. Popularly referred to as the 'One Nation, One Student ID' card, APAAR aims to create a unique, lifelong 12-digit identification number for every student in the country, from pre-primary to higher education. This digital ID serves as a centralized and secure repository for all of a student's academic records, achievements, and credits, creating a seamless educational journey. The APAAR ID is designed to integrate with other key digital platforms like the Academic Bank of Credits (ABC) and DigiLocker, forming the backbone of India's new digital education infrastructure.

Key Features and Objectives

The APAAR initiative is built on several core objectives designed to revolutionize the way academic data is managed and accessed. Its primary goal is to provide a unified and lifelong digital identity for every learner, ensuring their academic journey is tracked consistently and securely.

  • Lifelong Digital Identity: Each student is assigned a permanent 12-digit APAAR ID that remains with them throughout their entire academic life, from elementary school through university and beyond.
  • Centralized Academic Repository: The ID functions as a digital vault or 'EduLocker', storing all academic achievements in one place. This includes mark sheets, certificates, degrees, diplomas, skill-based training records, and even co-curricular accomplishments like Olympiad rankings.
  • Seamless Integration with ABC & DigiLocker: APAAR is intrinsically linked to the Academic Bank of Credits (ABC), which digitally stores and transfers academic credits. All verified documents and the APAAR card itself are accessible through the student's DigiLocker account, ensuring easy and secure access.
  • Simplified Transfers and Admissions: By consolidating a student's entire academic history, APAAR makes the process of transferring between schools or applying for higher education incredibly smooth. Institutions can quickly verify a student's credentials, reducing administrative burdens.
  • Fraud Prevention: The system enhances the authenticity of academic records. Since certificates and credits are digitally verified and deposited by trusted institutions, it helps eliminate the problem of forged or duplicate documents.
  • Data-Driven Policy Making: For the government, APAAR provides valuable, anonymized data to track literacy rates, monitor student dropout rates, and make more informed policy decisions to improve the education system.

Who is Eligible? (Eligibility Criteria)

The eligibility for an APAAR ID is intentionally broad to ensure that every learner in the country can be a part of this digital ecosystem. The criteria are simple and inclusive:

  • All Students Enrolled in Educational Institutions: Every student, from pre-primary classes (like Anganwadis) to higher education (colleges and universities), is eligible for an APAAR ID. This includes students in both government and private institutions.
  • Aadhaar Number: A valid Aadhaar number is a mandatory prerequisite for generating an APAAR ID. The student's details in their school/college records must match the information on their Aadhaar card for successful verification.
  • Parental Consent for Minors: For students who are minors (under the age of 18), obtaining signed consent from their parents or legal guardians is a mandatory step. Registration is voluntary, and schools must secure this consent before proceeding.

How to Apply / Avail the Benefits

The process of generating an APAAR ID is primarily facilitated through the student's educational institution, ensuring authenticity and streamlined data management. While students in higher education can also initiate the process through the ABC portal, for school-level students, the school is the main point of contact.

For School Students (Facilitated by the Institution):

  1. Parent-Teacher Meetings and Consent: Schools are responsible for educating parents about the benefits and process of APAAR ID. They distribute consent forms that parents must sign to authorize the use of their child's Aadhaar for authentication.
  2. Data Verification: The school administration verifies the student's details (name, date of birth, gender) against their records and the Aadhaar number provided.
  3. Generation via UDISE+ Portal: Once consent is received and details are verified, the school uses the Unified District Information System for Education Plus (UDISE+) portal to generate the unique 12-digit APAAR ID for the student.
  4. Linking to DigiLocker: After successful generation, the APAAR ID is automatically linked and made available in the student's DigiLocker account. Parents typically receive an SMS confirmation.

For Higher Education Students (Self-Initiated):

Students in colleges and universities can generate their APAAR ID through the official Academic Bank of Credits (ABC) portal or the DigiLocker website directly.

  1. Visit the Portal: Go to the official ABC website (abc.gov.in) or the DigiLocker website.
  2. Sign Up/Login: Select the 'Student' account option. You will be prompted to sign up or log in using your DigiLocker credentials, which typically involves your mobile number and Aadhaar details.
  3. Provide Consent: You must agree to share your Aadhaar details with the ABC platform for e-KYC verification.
  4. Enter Academic Details: Fill in the required information, such as your university name, course, and enrollment details.
  5. Generate ID: Upon submitting the form, your APAAR ID will be generated and will be available to download from the 'Issued Documents' section of your DigiLocker account.

Data Privacy and Security

The government has emphasized the security and privacy of student data within the APAAR ecosystem. The system is built with several layers of protection. Data is encrypted, and access is consent-based, meaning students control who can view their records. The entire framework is designed to comply with India's data protection regulations, although experts continue to monitor its implementation to ensure the highest standards of privacy are maintained.
